FIRST EDITION published by Peranda's secretary, Giovan Giocomo Tosi, who in the dedicatory letter to Cornelia Orsini, Duchess of Cesi (dated from Rome, October 27, 1600), explains his editorial criteria.
“Rappresentative al massimo grado di tale processo sono le Lettere di Giovanni Francesco Peranda, sopranominato ‘il Demostene delle segreterie italiane', che può ritenersi il vero protagonista di questo primato del Seicento romano” (A. Chemello, Alla lettera: teorie e pratiche epistolari dai Greci al Novecento, Milano, 1998, p. 182).
“Su puesto en la Corte romana le dio oportunidad de escribir un rico e interesante epistolario [...] Las fuentes biográficas que existén sobre él lo citan como el primero o uno de los primeros escritores epistolares de su época. Algunas de la ediciones de sus cartas, viven ordenadas según su finalidad (de agradecimiento, de petitión, etc) al modo de un manual. También se le cita como el primero de los secretarios romanos. Y parece que no era pequeña su relevantia en la corte pontifica. Al perecer, destacó en otros dos aspectos. El primero, su facilidad de gastar su fortuna en la conservatión de monumentos romanos y en libros, lo que acabó dejándole en pobreza [...] El segundo, su cáracter desenfadado, que le hizo objeto de diversos relatos divertidos” (J. Verzosa, Epistolas, E. del Pino Gonzáles, ed., Alcañiz, 2006, III, p. 972).
“Plus longues dans la première partie, plus brèves dans la seconde, ces lettres apparaissent moin comme un fruit de l'application d'une rhétorique (absence d'images, énoncés de principes universeaux rares) que comme un jaillissement à partir de situations, de sentiments et de faits très variées” (J. The first part contains 179 letters written by Peranda to friends and family members, the second contains 213 letters written as secretary of his employers to high-ranking men of the cloth and rulers. Placed after the dedicatory letter is a table of all the letters arranged according to their intention (amorose, biasimare, cerimoniose, consigliare, dolersi, etc.).

Little is known about the early education of Giovan Francesco Peranda, from Ponte in Valtelline. The first evidence of his literary activity is found in Ruscelli's anthology, Sesto libro delle rime di diversi autori (1553), to which he contributed with some sonnets. He studied at Venice and Bologna and obtained a degree from the University of Perugia. His first certain employment is that he found at Mantova as secretary to Cardinal Francesco Gonzaga, whom he followed to Rome in 1565. After the latter's death he entered the services of Cardinal Niccolò Caietani at his court in Cisterna and in Rome. He also became tutor of the cardinal's nephews, Enrico (later papal nuncio in France) and Camillo (later patriarch of Alessandria and papal nuncio in Spain).
He had relationships with many Roman scholars and artists, among them Etienne Dupérac, Giulio Clovio, Pirro Ligorio, and Onofrio Panvinio. Peranda was furthermore an assiduous collector of antiquities and in this quality an advisor for the Gonzaga and Caetani, and also curator of the antiquities collection of the latter. Many pieces from Peranda's collection were later acquired by Enrico Caetani and Vincenzo Gonzaga (cf. G. Caetani, Domus Caietana: il Cinquecento, San Casciano, 1933, pp. 102-109; G.
